Company Plans $4.2 Million Renovation of New Castle Office and Lab Space, Doubling of Workforce Over Next Three Years


WILMINGTON, Del. — Delaware’s booming life sciences sector continues to expand with plans by Analytical Biological Services Inc. (ABS) to double its workforce over the next three years.

The internationally recognized bioscience services company is retrofitting 30,000 square feet of space in New Castle for its new office headquarters and lab space. The expansion, supported by two grants from the Delaware Strategic Fund, will allow the company to meet significant projected growth and add 36 new high-paying, full-time, skilled trade and professional-level positions – more than doubling its current workforce – to the state’s economy.

Since 1990, ABS has provided cell culture services, gene editing, human biospecimens, cell and tissue preparations and analyses, and samples storage. ABS provides these research services to nearly every major pharmaceutical and biotechnology company in the world that is involved in early-stage drug discovery or diagnostics research.

“We are proud to have a number of startup science and tech companies here in Delaware,” said Governor John Carney. “When we realized we had a shortage of lab space for them to use as they grow their business, we made sure there was funding available for what we call Lab Space Grants. The life science industry is essential to both public health and Delaware’s economic future. We are pleased that Lab Space Grants are making a difference for companies like ABS, because we want companies that start here to stay and grow here.”

ABS leadership presented to the Council on Development Finance (CDF) today, requesting a Performance Grant of $262,260 and $1 million from Delaware’s relatively new Lab Space Grant incentive program.

The Performance Grant, to be drawn over the next three years, is for the creation of 36 new full-time high-quality Delaware jobs ranging from skilled trade to professional level. Qualified Delaware residents will have first opportunity for employment with ABS in the newly grant-supported created positions.

ABS will lease 30,000 square feet of a 48,000-square-foot office building in New Castle that will be purchased by ABS BioAccelerator LLC, a separate but related entity. The company will renovate 10,000 square feet for offices, and the Lab Space Grant will help ABS invest $3.7 million to renovate 20,000 of those square feet (at roughly $188.13 per square foot) for lab space. The grant requires ABS to remain in Delaware for five years.

The company, which employs 33 full-time workers at its current location in Wilmington’s Cornell Business Park, has achieved considerable growth in recent years. That growth has been driven by investment in a larger and more highly trained business development team, along with continuous improvement of processes and business systems. Their ability to increase revenues has resulted in what will now be further investment in more staff and equipment — all to remain right here in Delaware.

In 2019, ABS engaged the services of Delaware Prosperity Partnership (DPP) — Delaware’s nonprofit public-private economic development organization facilitating the important conversations that drive growth, increase investment and support the talent needs of statewide employers — to help identify suitable R&D and lab space to accommodate their expanding needs.

In all, ABS will invest $4.2 million in the renovation project. The remaining 18,000 square feet of space in the new building may be reserved for potential ABS company growth. ABS and ABS Bio Accelerator LLC also may consider leasing space to other early-stage bioscience companies, which could be strategic partners as ABS continues to grow.

WILMINGTON, Del. — New B&M Meats Inc., a leading manufacturer of raw sandwich steaks and chicken steaks in the Northeast United States, is expanding in the City of Wilmington and will invest more than $18 million in the construction of a new 80,000 square-foot food production facility and add 190 new jobs to the city’s food production industry sector over the next several years.

Delaware Prosperity Partnership – Delaware’s nonprofit public-private economic development organization – and Wilmington’s Office of Economic Development began working with New B&M Meats in 2020 to help the company evaluate scenarios for combining operations in the region to achieve its expansion goals.

New B&M Meats presented before the state Council for Development Finance today to request grant funding from the Delaware Strategic Fund. Approval for the grants by the Council helped solidify the company’s decision to grow its Delaware presence through expansion of its current Wilmington location and construction of a new food production facility nearby.

“I want to thank B&M Meats for their commitment to our state and choosing to expand their production in the City of Wilmington,” said Governor John Carney. “These new jobs will support Delaware workers and their families. This announcement once again proves that Delaware is a great place for companies to grow.”

New B&M Meats currently employs 98 people in Wilmington. The company will use a Performance Grant of $195,975 to add 70 jobs to support organic growth at its existing Commerce Street location. The new facility will be completed along East Seventh Street on three parcels of land totaling 10 acres with support from a Capital Expenditure Grant of $555,300. A second Performance Grant of $359,450 will help the company add another 120 jobs at the new site to support increased production capacity, diversified product offerings and operational expansion through entry into new markets. The company plans to start construction on the new facility in 2022 and open it in late 2023 or early 2024.

“We are very excited to welcome New B&M Meats to Wilmington as the company expands to the Seventh Street Peninsula, producing nearly 200 new jobs in the coming years,” said Wilmington Mayor Mike Purzycki. “Together with Light Action Production’s new multi-million-dollar sound stage and the new CP Furniture factory, B&M Meats will augment the Seventh Street Peninsula’s unique blend of business park and historic cultural amenities. My thanks to the Delaware Prosperity Partnership as well as Jeff Flynn and his team in Wilmington’s Office of Economic Development for helping to see this project through to fruition. It is just one more example of how Wilmington is on the move, continuing to attract new businesses, jobs, and residents to all parts of our city.”

By 2026, New B&M Meats projects total employment of 288 people between the two Wilmington facilities. New positions will include production line workers; operators; maintenance and production supervisors; and shippers/handlers. The company is currently hiring for positions at the Commerce Street location, and interviews will begin in late 2023 or early 2024 for the Seventh Street facility.

WILMINGTON, Del. — Hologic Inc., an innovative Fortune 1000 medical technology company primarily focused on improving women’s health globally through early detection and treatment, has chosen Newark, Delaware, to expand its world-class center for its breast and skeletal health business.

Hologic’s three main areas of focus are breast and skeletal health, diagnostics and gynecologic surgery. Headquartered in Marlborough, Massachusetts, the global medical technology company has over 6,000 staff members working in over 40 countries.

Hologic’s expansion in Glasgow Business Community, involving an investment in excess of $20 million, adds over 100,000 square feet to its campus and includes plans for a cutting-edge X-ray hub. The expansion also adds 225 new jobs to the 160 people currently working at the Glasgow site. The new positions include jobs in manufacturing, product development, process and technical support, and operations supervision and management.

“These are good, new jobs that will support Delaware workers and their families,” said Governor John Carney. “I want to thank Hologic for their commitment to our state. The company’s expansion in Glasgow just reaffirms that Delaware remains a great place for companies of all sizes to put down roots, create jobs and grow.”

Hologic is investing about $4 million in new equipment and about $20 million in construction and fit-out costs. Supporting the company’s plans are grants it has been approved by the state Council on Development Finance to receive from the Delaware Strategic Fund: a Jobs Performance Grant of up to almost $1.48 million and a Capital Expenditure Grant of up to $720,000.

“This is another example showing that New Castle County is a great place where life science companies, like Hologic, can grow and expand their workforce,” said New Castle County Executive Matt Meyer. “There’s no doubt we have the talent and the workforce ready to help fill the more than 200 new jobs coming to the market. I’m especially proud to recognize Hologic during Breast Cancer Awareness Month for its groundbreaking work and research on women’s health issues.”

Hologic’s Delaware presence can be traced back to DuPont, which originally developed the property at 600 Technology Drive for its own X-ray film business. Sterling Group later purchased the site from DuPont, eventually selling it to Hologic in 1999. Hologic previously invested in growing its Newark, Delaware, operations, including a $14.8 million, 9,500-square-foot addition in 2012.

As a key member of Delaware’s medical technology community, Hologic conducts extensive charitable outreach that has included donating money and time to a nonprofit that aids military veterans, providing meals to low-income students, completing home remodeling projects for cancer survivors, holding blood donation drives and hosting fundraising campaigns for a breast-cancer support group.

By increasing its manufacturing capacity, Miller Metal will be able to capitalize on its commitment to utilizing the latest technological fabrication advances, while continuing to support the growing needs of its existing and prospective customers across multiple industries.

“We strongly believe this new “world class” production facility will be an integral part of our long-term growth strategy,” said Martin W. Miller, founder and owner of Miller Metal. “We are extremely appreciative to have State of Delaware support in this effort.”

The company plans to consolidate 6 positions from its Greensboro, Maryland, shop upon completion of the building. It also estimates it will add 19 positions within three years from that date. With retention of 92 current jobs in Delaware, Miller Metal forecasts it will bring the total number of employees to 117 within three years.

Miller Metal offers competitive wages, full benefit packages that include 401K plan matching and subsidized health insurance. The company also offers on-site and remote technical training to its production workers.

Miller Metal Fabrication is investing almost $7 million in its new facility, including acquisition, construction and fit-out costs. Supporting the company’s plans are grants it has been approved to receive from the Delaware Strategic Fund by the State Council on Development Finance: a Jobs Performance Grant of $57,350 and a Capital Expenditure Grant of $207,900. Miller Metal previously received a Delaware Transportation Infrastructure Investment Fund Grant of $313,000 toward the construction of a new Route 404 entrance to the Newton Business Park – which facilitates future development by other businesses there as well.

WILMINGTON, Del. — Siemens Healthineers, which manufactures instruments, reagents and consumables across a range of laboratory diagnostic products, has chosen Newark, Delaware, as the site for a planned expansion and an increase in internal production capabilities that will allow the company to grow its product lines and stay competitive in its field.
 
The company plans to expand its current location in Building 100 of Glasgow Business Community by 29,000 square feet to add more capacity to manufacture up to 20 new in vitro diagnostic assays as well as additional associated calibrator products. Siemens Healthineers will also add new production equipment, including large-scale specialties and formulation process equipment. This growth will allow the company to reduce certain production outsourcing to contract manufacturers, retain well-paying jobs in Newark and further solidify its presence in Delaware for years to come.

Siemens Healthineers currently has over 1,300 full-time employees, including approximately 500 employees in manufacturing and technical positions such as operators, technicians, chemists and engineers. Many employees have been with the company for decades.

A Key Player in Delaware’s Medical Technology Ecosystem

The company is one of the largest private employers and taxpayers in New Castle County and is an important player in Delaware’s medical technology ecosystem. The company is a member of the Delaware BioScience Association and partners with the University of Delaware for internships and provides scholarships to medical technology students. Sepax currently employs 55 full-time employees, and the company has announced its intention to add 35 new full-time positions to its operations by the end of 2023.

Sepax is a longtime tenant of Newark’s Delaware Technology Park and is a member of both the Delaware BioScience Association and the Newark-based National Institute for Innovation in Manufacturing Biopharmaceuticals (NIIMBL). Officials are eager for Sepax’s continued role within Delaware’s innovation ecosystem and for the company to grow its team and operations in its current location, which is in New Castle County.

Sepax Technologies Inc. is making a $2 million capital investment toward its growth and expanded operations. Supporting the company’s plans are grants that the company was approved to receive from the Delaware Strategic Fund by the state Council on Development Finance: a Jobs Performance Grant of $54,922 and a Delaware Lab Space Grant for $420,150.

 Demand for “ready-to-go” laboratory space for growing companies whose work is based in wet labs – largely biology and chemistry companies – is extremely high throughout the United States. In 2020, Delaware approved its statewide lab grant program to address this issue and ensure that existing small companies can grow within the state and that the state can attract new businesses by increasing its inventory of much-needed ready-to-go lab space. The 2021-22 state budget includes $10 million for the program.

Advanced Materials Technology currently leases more than 17,000 square feet of R&D, manufacturing and office space at Concord Plaza in North Wilmington and plans to lease an additional 12,380 square feet beginning this fall. The company’s expanded presence will strengthen the Delaware innovation ecosystem through R&D investment and intellectual property and further high-quality job growth in Delaware’s advanced chemistry, bioscience and manufacturing sectors.

Advanced Materials Technology is making a capital investment of $4.5 million – including $3 million for the renovation of its laboratory space – toward its growth and expanded operations. Supporting the company’s plans are grants that the company has been approved to receive from the Delaware Strategic Fund by the state Council on Development Finance: a Jobs Performance Grant of $89,705 and a Delaware Lab Space Grant of $619,000.

The state-of-the-art WuXi STA Middletown Site, which is expected to open in 2024 and be it’s first on the East Coast, will be located at 1091 Industrial Drive in Middletown Business Center and aims to bring about 500 new full-time jobs to Delaware by 2026.

The new facility will be near Middletown’s one million square-foot Amazon fulfillment center, as well as Datwyler Sealing Solutions’ 200,000 square-foot Middletown manufacturing plant and Breakthru Beverage’s new 285,000 square-foot headquarters.

 WuXi STA currently provides pharmaceutical development and manufacturing solutions for over 470 partners worldwide, covering small molecules and novel molecular modalities such as oligonucleotide, peptide and various complex conjugates. The future Middletown site will become WuXi STA’s second site in the U.S. and will contain state-of-the-art pharmaceutical clinical and commercial manufacturing capabilities. The 190-acre campus will be home to WuXi STA’s 8th global manufacturing facility. 

WuXi STA’s current project plan is an initial phase for this new campus. Subsequent phases could further expand its campus in Middletown to a total workforce of more than 1,000 employees.

Poised for significant growth over the next three to five years, ThruPore will move its existing Alabama jobs to Delaware and add 55 new full-time positions ranging from skilled trade to management in Delaware by the end of 2024. Having the ThruPore team and operations under one roof will be vital for the company to set up seamless operations that will enable it to truly disrupt the air filtration market. 

Supporting ThruPore’s plans are two grants totaling up to $564,090 that the company was approved to receive from the Delaware Strategic Fund by the state Council on Development Finance: a Jobs Performance Grant of up to $210,090 and a Lab Space Grant of $353,800. The Lab Space Grant will fund renovation of 7,076 feet of space for ThruPore’s research, development and manufacturing and is the first funding distributed by Delaware’s recently launched $3 million pilot program to help early-stage science and tech companies with expenses associated with building out lab space.

“This spring, New Castle County’s CARES Act sub-committee on innovation chose to invest CARES Act funds in this women-led chemistry company, and product Dr. Filter, because they knew what ThruPore was doing was groundbreaking and innovative work, and I am thrilled they have chosen New Castle County to grow their operations,” said New Castle County Executive Matt Meyer. “They clearly understood the benefits of being able to attract and retain top chemistry talent here in New Castle County, and I couldn’t agree with them more.”

Dr. Franchessa Sayler, founder, president and chief executive officer of ThruPore Technologies, said that the heart of the company’s decision to grow in Delaware comes from the Delaware community itself.

Pivoting during the COVID-19 pandemic, ThruPore applied its carbon technology to HVAC filters and created the Dr. Filter antimicrobial application – which kills 99.99% of airborne viruses. ThruPore has filed four patents related to this technology and expects United States Environmental Protection Agency approval this summer. The company plans to provide the product to offices, schools and other institutions to reduce the spread of airborne pathogens and, consequently, diseases like COVID-19.

WILMINGTON, Del. — One of the largest less-than-truckload (LTL) motor carriers in North America is choosing to grow its operations in Delaware. North Carolina-based Old Dominion Freight Line is investing more than $13.6 million in a new 40,000- to 50,000-square-foot service center in Northern Delaware.

Old Dominion Freight Line provides regional, inter-regional and national LTL services from its own service centers to locations throughout the continental United States. Through strategic alliances with other carriers, it also serves additional locations throughout North America.

The 87-year-old, publicly-traded company employs more than 20,000 people in its 247 U.S. service centers. This includes two Delaware service centers, one in New Castle in Northern Delaware that employs 64 people and one in Bridgeville in Southern Delaware that employs 21 people.

Having outgrown its New Castle service center, Old Dominion Freight Line is considering a site in the New Castle County community of Bear from among those it had reviewed in Delaware and Maryland. Once the new, larger service center is built, the company will relocate its New Castle operations and employees to the new site. In addition, the company expects to add 20 more jobs at the new facility over the next three years. Bridgeville operations will be unaffected.

Old Dominion Freight Line has serviced the state of Delaware from its New Castle and Bridgeville facilities since 1999. In addition to its core less-than-truckload services, which include expedited transportation, Old Dominion Freight Line offers a range of value-added services. West Coast Distributor Newacme Expanding Operations to Delaware and Adding 34 New Jobs

WILMINGTON, Del. — Newacme LLC, an Oregon-based distributor of consumer goods that sells both directly and through third parties, is expanding its operations to the East Coast with a 217,000-square-foot warehouse and distribution center in North Point’s Delaware Logistics Park and adding 34 new jobs in Delaware.

 Newacme is investing more than $1.5 million in the New Castle, Delaware, site for racking, equipment, furniture and utility infrastructure. The company aims for its new location to be operational by mid-year. Supporting Newacme’s plans is a Performance Grant of up to $44,540 it has received from Delaware’s Council on Development Finance (CDF).

 Working with the state Department of Labor to identify and recruit qualified candidates, Newacme plans to hire 34 new employees over the next three years. Positions include warehouse associates as well as managers.

Newacme, a privately owned business headquartered in Lake Oswego, Oregon, was founded in 2012. Approximately 60% of the company’s customers are now located in the East Coast of the United States, and the company wanted a facility closer to their consumers along the Interstate 95 corridor. Newacme’s Delaware location joins its existing distribution centers in Los Angeles, Memphis and Dusseldorf, Germany, and will help the company provide more efficient distribution and localized customer service throughout the United States.

The opening of this new warehouse will drastically save transition time of our commodities to the customers along the eastern coast. Specialty Chemical Company Expanding in Bear

Specialty Chemical Company Expanding in Bear and Bringing 17 New Jobs

AWSM Solutions Delaware, created with the recent acquisition of IMS Chemblend by the Royale Group of specialty chemical companies, is expanding operations in Bear. The Royale Group, which has expertise in distributing, manufacturing, importing, transportation, warehousing and consulting, also is moving its headquarters from New Jersey to Delaware. AWSM is making a capital investment of $1 million in the Bear facility.

AWSM specialty chemical company plans to add 17 new jobs at its new site. These include skilled operator positions, product managers, account managers, sales, marketing, environmental health and safety staff and senior management.

“Delaware has an educated workforce with skills that we need, a lower cost of living and a government that understands that business development and retention is critical to the success of the state – and it’s a beautiful part of the country,” said John Logue, CEO of the Royale Group. “We are really excited to be in Delaware.”

Delaware Prosperity Partnership joined AWSM leaders to present the project to Delaware’s Council on Development Finance (CDF) in January. The CDF approved a Jobs Performance Grant of $99,750 and a Capital Expenditure grant of $30,000 for AWSM.
