Since it was established in response to an executive order in 1979, the U.S. Small Business Administration’s Office of Women’s Business Ownership has fostered the participation of women entrepreneurs in the economy, especially those who have been historically under-served or excluded. OWBO reaches out to women entrepreneurs through a number of programs that are coordinated through every SBA district office. OWBO’s programs provide business training and counseling, access to credit and capital, and marketing opportunities, including federal contracts.

In 1988 the SBA established the Women’s Business Center Program to better help women overcome continuing barriers to success. Today there are Women’s Business Centers in almost every state. These centers, along with SBA district offices and other SBA resource partners at thousands of locations nationwide help women entrepreneurs start and grow successful businesses.

Spark Factory is a free, virtual pitch event that offers mentoring to new founders so that they can develop their ideas and build their businesses. Participants pitch their vision to a community of entrepreneurs and innovators at the Spark Factory event and receive real-time feedback and follow-on mentorship around their critical business questions. For one month leading up to the Spark Factory event, each founder is paired with on of our Entrepreneurs in Residence who help to refine their business pitch.

Tech Hire Delaware, a workforce intermediary service delivered by Tech Impact, aims to make it easier for all people to launch a career in tech by aligning them with technology training, certification programs and apprenticeships.

While in training, participants receive professional development training to help with interviewing skills, resume building and workplace etiquette. Once training is complete, Tech Hire Delaware will work to connect candidates with employers seeking tech talent.

This is a long-term approach to cultivating a diverse, skilled workforce in our state. Modern and accessible methods of education are key to building a strong, skilled, and diverse talent pool, and the creation of an Industry Council is in place to steer this long-term initiative.

In doing this, the USPTO fulfills the mandate of Article I, Section 8, Clause 8, of the Constitution that the legislative branch “”promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries.”” The USPTO registers trademarks based on the commerce clause of the Constitution (Article I, Section 8, Clause 3). Wilmington Alliance collaborates with multiple partners to support entrepreneurs in the city and reduce barriers many marginalized small business owners face on their path to success. In August 2020, the City of Wilmington joined the National League of Cities’ City Inclusive Entrepreneurship Network (NLC CIE). Wilmington Alliance has been the lead agency responsible for working with the city administration and other partners to execute on the work related to the implementation of 13 milestones outlined by the NLC CIE, as key components of an inclusive entrepreneurial ecosystem.

The Women’s Business Center at True Access Capital (WBC) provides in-depth, outcome-oriented business services to women entrepreneurs. The WAND Program offers entrepreneur strategies to emerging business owners, who need “hands on” technical support and tools to position their business for success and sustainability.

Our workforce development programs provide 21st Century job search skills to those with barriers to employment, including, individuals seeking to navigate the job market, identify transferable skills and re-brand themselves for new and current employment opportunities.

WAND uses a wrap-around Care-Team approach to ensure participants receive additional resources as needed while in our programs or during periodic check-ins after graduation, used to support further those we serve.
